philosophy of begging in the subway

I've ridden through many a metro system. The only one that I recall that had beggars, other than NYC's, was in Paris. My favorite is Toronto's, because the Canadians are so neat, or as far as my American perspective remembers. I hated Paris's, for reasons I don't recall

There are beggars on the subway in Toronto, but they're not a common occurance. I think I've seen the same one three times, and then other random ones every now and then. TO does have a ton of panhandlers in the streets, though.
