in the great world of potentialities, i suppose this is not out of the question. however, with all the types of privacy invasion going on, it's almost ludicrous to make this a priority. some mysterious "they" will be pulling your credit card records long before "they" start trying to track a body through their credit cards. so, if one wanted to stay off the grid, why use or carry cards at all?
secondly, the systems to manage this are not in place. even under great secrecy, there would be rumblings in the underground from those who make paranoia their business.
finally, the best defence is flying below the radar. until you start doing a lot of stuff that would put "their" noses out of joint, they got much higher-profile targets to acquire.
...short answer. i wouldn't bother. and i have some sincere distrust of "the man!"
It'd probably work, but RFID tags are hard to read beyond a foot or two anyway, and they can serve a useful purpose. My ID badge has an RFID tag and it has to be within an inch of the reader to work.
on the great scale of "they're controlling my head" to "hey, don't just put your information all over myspace, kid!" he's much closer to "they're controlling my brain...."
