Airbrushes can be expensive, but you can find Wolfe Brothers, Aquacolor, or other brands of the professional watercolors at any well run costume shop for around $40 a sampler pallet. (Hopefully you've got an option other than Party City around you, or you could always buy it online.)
Once you've got the paint (or you pick which kind of standard make-up you're going to abuse, like I sometimes do) try using a hair net, paper doilies, fishnet stockings, or some other kind of stencil to make patterns with.
Oh, and make sure you have good shoes. Ones you wouldn't mind walking, or running, and most importantly standing in for long periods of time. Test them before you go. :)
(Also, I hope you have someone to take pictures of this event! You should post them afterwards.)

cut lots of scraps of shimery, gauzy velvety etc fabric and safety pin on to a skirt or cape in layers to make a pretty ragtag sort of costume.
dangly things on strings (little baubles, beads, fabric butterflies) hanging from your waist or shoulders
perhaps a headscarf?
random bells on ribbons, lots of bangly things.
But that's just my interpretation.
