It's easy, but there's just a fair amount of steps.

PSCS2; not translatable; selective colour, curves, colour layer.
-Open up an image. Crop it and resize it to 200x200. Go to Image>Adjustment>Variations and click lighter twice.

-Resize it down to 100x100. Duplicate your new base once and set it to screen at 32% opacity.

-Now make a curves adjustment layer. You may not need this, depending on your image. It just give it a bit of contrast.
RGB: first point: I:232 O:228
second point: I:167 O:231
RED: I:173 O:184
GREEN: I:128 O:143
BLUE: I:131 O:150
It should all look like
thisnow, set the layer to soft light at 23% opacity
the opacity of it will all depend on your opinion and your image. remember to Play with it to get it to your liking.

-Make a colour fill layer. Fill it with #3eff55. Set it to soft light at 54% opacity

-Now it's time for selective colour. Make a selective colour adjustment layer.
REDS: Cyan: -100
YELLOWS: Cyan: -100
NEUTRALS: Cyan: -50
Yellow: -20

-Make another selective colour layer.
REDS: Cyan: -100
Magenta: +15
Yellow: +100
Black: -25
YELLOWS: Cyan: -20
Magenta: +7
Yellow: +73
Black: -37
NEUTRALS: Cyan: +25
Magenta: -9
Yellow: -35
Black: -11
Set the opacity of the layer to 50%

-Now for the final layer! Make one more selective colour layer.
NEUTRALS: Cyan: +35
Magenta: -17
Yellow: -33
Black: -3
