Not exactly. "Murder" is defined as killing another human being under conditions specifically covered in law. If there is no law, wouldn't it just be considered killing someone?
Not entirely. With regards to law it's the killing of another. Without law, it's merely the killing of another in a specific fashion often termed as barbaric and inhumane.
Without law, most things are barbaric and inhumane. The commoners of this poverty-ridden city have proven that a number of times.
It becomes a question of where the line is drawn between killing - whether as a means of survival or otherwise - and murder. In a city that seems to mostly lack in civilized beings, it's an interesting decision to think about.
