No, it's not immoral. It's a training tool. A dog running out into the road is dangerous; just like I would scream at Kodak (my dog) to keep him from say, eating something, I'm willing to startle him by having him get shocked by the collar if it means that he will learn not to run into the road. That said, I have shocked myself with the collar to see what it was like, since I don't approve of doing something to a pet that you wouldn't do to yourself.
On a separate note, you're spot on about the kennels. Dogs are pack animals, and they feel safe when they're with their pack (in this case, you and your family). But when they're not with their pack, they want to be somewhere safe, where they don't have to worry about something sneaking up on them, and where they don't have to worry about what they're supposed to be doing. That's what the kennel is for. :) (Kodak doesn't have a kennel now, since he's so rarely home alone. He prefers to lie down where he'll get stepped on. It's kinda annoying, but what can you do?)
