If you tell someone they are an evil genius does that mean that they are evil and genius in general or that you are genius in just the field of evil?

I think it means genius in the field of evil, but does not exclude other kinds of genius as well since evil geniuses are frequently geniuses of other kinds (scientific genius for Mojo Jojo from the Powerpuff Girls for example).
