Setting:
The Teen Titans show occurs primarily on a slightly alternate version of Earth. Everything is essentially the same as far as general geography and people's lives go; except that the concept of superheroes and villains is totally normal in this canon. It's actually pretty common for the city to be regularly attacked and saved by young vigilantes. In the case of Jump City, the designated protectors are the Teen Titans: a group of five young vigilantes in which Starfire is a member. The other members include Robin (the former sidekick of Batman), Cyborg, Raven and Beast Boy. It would appear that technology is more advanced in this setting (Cyborg is mostly machine, Robin can build high tech weapons, and the Titans have their own space ship, etc) and that there is an acceptance of supernatural and magical things (such as Raven's powers alone, and Starfire's lineage as an alien who can shoot green energy blasts from her limbs).
All in all, it's a pretty typical superhero setting. Our world, with some crazy stuff on top of it.
Beyond Earth is vastly different, however. There are a great deal of strange, alien planets and star systems that are obviously not in our own solar system. Most importantly there is Tamaran; Starfire's homeworld. The people there have a very humanoid build, though their skin has an orange hue, they apparently have nine stomachs and they are capable of many things that humans are not (which is explained in more detail down in Starfire's ability section). They have a monarchy system in place, to which Starfire is actually the princess first in line to the throne. However, she feels that right now her place is on Earth, which is why she crowned her guardian Galfor as the current Grand Ruler. The Tamaraneans have their own bizarre language, culture and creatures that Starfire often references when speaking with others.
Other planets have a wide variety alien beings with some looking nothing like anything one would find on Earth. All of these places have their own protocol and police forces, though as it is not entirely important to the Teen Titans on Earth the structure is never closely explored. Regardless, their presence alone is noteworthy in understanding the Teen Titans universe.
Personality:
Starfire is a very sweet alien girl who wishes to be friends with pretty much anyone she meets (if they're not a bad guy who needs butt kicking, anyway). English is not her first language and she is very unfamiliar with Earth and its culture altogether (since she is from an entirely different planet) and so this, coupled with her happy disposition, often paints her in a naive light.
Those traits also lend her to being very endearing to most characters, and serves as comic relief a lot in the show. She never uses contractions, uses formal words in normal conversation, does not understand many idioms (and often recites them incorrectly herself) and does just... plain weird things like treating mustard as a beverage and sleeping on her bed with her feet on the pillows and her head hanging over the other side. All of her strange behaviour is in good faith, though! Despite constantly mixing things up, Starfire tries very hard to understand their culture, customs and language (even though some Earth things just won't make sense or fly over her head regardless).
But just because the girl is naive doesn't mean that she's stupid, not by a long shot. She is a hell of a lot stronger, quicker and more capable than she looks. Spending some time with her will reveal she is quite smart too, able to understand concepts such as the space time continuum, government bodies and many other things that would leave other people scratching their heads.
Good-natured and new to Earth standards, Starfire also takes friendship pretty seriously. The girl would do just about anything to keep her friends (and even acquaintances, or friends of friends) safe and happy. She is very much a people person, and is actually very perceptive behind her silly smiles and sometimes overly happy demeanour. She seems to understand the people around her and what they stand for; and more than once has she been able to see the softer parts of a rough person's personality. Due to her friendly Tamaranean nature, arguing among friends is something that upsets her. It once took the comfort and reassurance of Robin to realize that it's okay for friends to argue sometimes, but still the concept is something that Starfire finds upsetting. She can often be sensitive to things such as pranks as well, because she just doesn't quite have a grasp on the Earth sense of humour. But Starfire is a forgiving person, so her hurt feelings are quickly mended.
That said, despite her great love for her friends, she will fight them if for some reason they turn against her, as seen multiple times when her friends are under mind control (it's a popular villain trend apparently). It's incredibly unlikely she'd be able to destroy or even seriously harm someone she cares about, but she does certainly have the physical and mental strength to set things right again. She believes firmly in the good of others, especially if she has already seen that goodness in them before.
She is also very persistent and determined. At times she seems to let her emotions get the better of her, seen in her reactions to events such as Robin's disappearance and upon accidentally visiting a terrible future. When her best friend disappeared, she tried calling to him for almost a solid hour and only stopped when the other Titans told her to. She has also shown multiple times that she believes everything has an answer -- people do not just disappear, or turn their back on best friends. There is no chance of this little lady giving up or letting others give up either.
As a superhero and princess of a whole planet, this Tamaranean girl is kind, just, strong and has a clear sense of right and wrong. She will fight with all of her being for what is right. She's not a violent person, but when pushed or confronted with a baddie who is using violence, she won't hesitate to put them in their place. She is forgiving and believes firmly in second chances... however, if one pushed her again and again or too far, and Starfire would no longer tolerate it. She may have a heart of gold, but even she has limits and is way too tough to be a pushover.
It is also interesting to note that, in spite of her usually friendly manner, Starfire certainly has the capacity for intense jealousy when Robin, her obvious love interest, is involved. She gets downright catty with a girl named Kitten who tries to steal Robin away from her (even though Robin obviously does not like Kitten at all).
Still though, Starfire remains one of the sweetest teenagers one could find in the galaxy. Friendly, strong, and protective of everything that is right, this alien girl certainly earns her keep among friends, and earns her rightful place as princess to Tamaran and a founding Teen Titan to the world.
Abilities, Weaknesses, and Power Limitation Suggestions:
Starfire, like any other superhero, has superpowers -- of the alien variety of course, considering her heritage. And on her planet, powers are influenced and controlled by their emotions (specifics listed below in brackets). As such, if Starfire is upset or troubled, then it is entirely possible that her powers will cease to work until she addresses what is bothering her.
Flight (unbridled joy): Even without wings, Starfire is able to fly and hover off the ground.
Starbolts (righteous fury): Her most prominent attack. It's basically an energy projection in the form of green energy "bolts" that she is able to summon to and shoot from her hands, feet and eventually, eyes as well (although her eyes always did glow green when she used starbolts anyway).
Alien Strength (boundless confidence): Even though she looks tiny and acts sweet, Starfire can still pack a powerful punch and lift the heaviest weights. She can pick up and throw huge boulders, buses and other large vehicles (like spaceships) and even rip apart thick metal walls and floor with her bare hands -- just to give you a basic idea. Even outside of fighting situations she is inhumanly strong and doesn't seem to realize her strength is abnormal among humans.
Other Alien Abilities: Includes being able to survive in outer space with no oxygen or protective gear, travelling faster than light, and immediately learning the main language of a person via mouth to mouth contact (to Tamaraneans it is a transfer of knowledge, however on Earth it of course means something else).
As mentioned above, none of these abilities will work if Starfire's emotions are mixed up, and they will not work again until she confronts what is troubling her. Therefore, jumbled up feelings could very well be considered her greatest weakness; though she does have a couple other noteworthy things that could count as a weakness:
Allergies: As with many Tamaraneans, Starfire is allergic to metallic chromium. When she sneezes because of it she unleashes a strangely powerful starbolt explosion from her mouth.
Robin: He is her closest friend and definite love interest. Starfire is strong willed and will do what is right, even if it means having to fight her friends, but when she had to fight Robin when he was under Slade's control... she couldn't do it. With her starbolt and his weapon at the ready to fire, Starfire disengaged her powers and said to him, "Robin, you are my best friend. I cannot be in a world where we must fight. If you are truly evil... then go ahead, do what you must."
Inventory: Nothing but her clothes and Titan communicator! And maybe some zorkaberries, which are harmless alien berries that I'm pretty sure only Starfire will enjoy eating.
Appearance: Starfire is certainly a Tamaranean girl, meaning that her skin is noticeably more orange than a human and that her eyes are a striking emerald colour (with even the normally white part being pale green). She has dark red hair that reaches about halfway down her back. Her body is that of a tiny teenage girl, which is pretty misleading considering the girl's strength.
She likes to wear a purple outfit that includes a sleeveless, cropped shirt that shows her midriff, a short skirt and thigh high boots. There are some metal components to her outfit too, around her neck and hands/arms, with a single metal band on her upper right arm.
Age: It's never outright said in canon, but we assume she's about 16 years old.

Falling from enormous heights, space travel and being thrown to the ground by very mean and very tall enemies was something this alien girl had experienced many times before; but the current situation was a bit different. The main difference being, well, she couldn't recall exactly how she'd gotten to this point in the sky.
"Ahhhh!"
But regardless, here she was, and she was going to have to fix this fast.
As a girl gifted with flight, Starfire immediately tried to put on the brakes. But the fall was so quick and so sudden that this wasn't such an easy task anymore. "No, no, no!" She was startled, but she would not be left helpless. The girl's eyes and hands immediately began to glow a bright green as she neared the ground and in one last attempt to not land directly on the pointy looking scrap metal below her, the alien girl delivered a starbolt to the ground. The energy blasted the big parts away just as she slammed into the strange planet, creating a cloud of dust in her wake. There was still a short scream to accompany the landing, and there were still going to be bruises, but Starfire was ultimately alright. Even when some of the heavier pieces that where displaced by the new arrival tried to collapse back on top of her, they were quickly punched away by their intended victim.
The glow of her eyes and limbs now disappearing, the redhead floated up from her crash site and hovered to the nearest solid ground she could find. Starfire immediately hunched over with her hands on her knees and took a moment to just catch her breath.
And then, a voice, telling her: Welcome to Sancrosect.
She looked up, not yet noticing the mess of her hair. "Sacrosect...?"
Starfire had never heard of that planet.
...oh dear.

[Why hello everyone! There appears to be the face of a teenage girl on a video feed right now. She looks somewhat worried and decidedly puzzled, and the message that immediately follows her appearance reveals why (though it was probably easy to guess anyway):]
Robin, can you hear me? Cyborg? Raven, Beast Boy? Friends, please respond if you are receiving my transmission! I do not know if this communicator is capable of finding you, but it is your friend Starfire and I wish very much to be reunited with you!
Robin? Robin, please respond...
[She calls out her friend's names a few more times, momentarily looking away from the wearable as she wanders through the streets, but stops soon to try a new message.]
Please, if there is anyone at all who is receiving my message, could you assist me in acquiring the information that I require? In what star system is Sancrosect located? Is it perhaps near planet Earth, or Tamaran, or the Swamp Moons of Drenthax IV, or Gordania? Do you perhaps speak a language different from English?
