What I would buy is that the thing only goes 23 mph or so, and a range of under 200 miles, and I'll guess that the batteries take long times to charge. Back in the days when gas was cheap, such limitations would have seemed ridiculous, compared to the power, speed, and refueling easy of an IC engine.
