That was the end for both Tennant and the man who brought it back to us, showrunner Russel T. Davies, so it felt like his nod at series finale given that it was the series finale for both of them.
i too felt it was too long at first, but looking back, and reading other people's reactions, i see it as a bit more in character.
this doctor was VERY human. he LOVED people. he said goodbye to them, made an effort to connect with them in human ways. previous doctors didn't do goodbyes.
also, it is a bit of a gift to fans of the reboot - the new show runners have little reason to revisit these people, having their own stories to tell.
i'm not saying it was a perfect way to wrap it up. but it was understandable.
i came to dr who thru the new series. i've seen very little of the old stuff, but i'm coming around to wanting to see all of it.
