School buses often are hired out for private sight seeing trips. Especially when not being used during the school year.

They actually address this in Doctor Who Confidential.

They were always going to have Amy and Rory hitch-hike and when the crew got to the USA and saw they could hire a school bus they decided to pick that because it is (for Brits) iconically American.

Most cars can be bought anywhere and look pretty much the same. US yellow school buses are not seen anywhere in England. When English kids take a bus to school the service is provided using regular buses.

How did they get the driver to let them hitch a ride? My theory is that they were in a diner being all cute and British and got talking to the driver (who was there having breakfast after dropping off the kids at school) and they sweet talked him into going out of his way to drop them off.
