this tutorial cant be translated. sorry, it uses selective coloring.
i am using photoshop cs, but any type of photoshop is fine.
start with an image. crop it.
then sharpen it. duplicate the layer and set it to soft light 100%.
then merge those two layers. duplicate it and set it to screen 30%.
make a new layer and fill it with #A2DDEC set to color burn 100%.
make another layout and fill it with #D82A57set to screen 30%.
now the selective coloring.
red; c: -100, m: +21, y: -34, b: 0
yellow; c: -100, m: +39, y: -26, b: 0
magenta; c: -96, m: +18, y: +72, b: -37
neutral; c: +100, m: -16, y: -28, b: +11
then add this gradient.
set it to soft light 100%.
tada! and you are done.
