Well, the real reason is that when it happened they couldn't just undo it because it would invalidate the point of The Killing Joke, and if they undid it now, they'd be taking away one of the most iconic paralyzed characters they have.

If they're going for "having a disability won't end your life" angle with Barbra, it's awfully disingenuous when other bat-characters regain the use of their legs, yet Barbara Gordon is continually passed over.

True story! When I found out about Barbara and the Oracle, I had a giant cow.

Which was made larger because the fourteen-year old boy who was telling me Oracle's REAL NAME! has never heard of Barbara Gordon the Batgirl.
