Hm, I don't think I'd say that Damian is psychosocially developed enough to be capable of adult relationships. I could definitely see him assuming that all adult relationships are sexual, given that his mother tends to place all relationships in a sexual light, and then going on to assuming that to be treated as an adult he should act in a sexual manner. It's a very unsophisticated view of adult relationships, but is one that Damian would probably take on, given that Damian's view of interpersonal relationships is equally unsophisticated

I take your meaning, but I do specifically state that it's not sexual in the least, and the title only implies that he would have something resembling a relationship from the outside ( though that could have been clearer). I agree with your points, though I'm not sure I think Damian would have had any exposure to his mother's relationships outside of his tutors whispering about it.
And I don't think Damian thinks adulthood is sex. There's very little talk about sex in here at all. I think he sees adulthood as absolute authority, but not necessarily responsibility.
Damian's and Vanya's relationship is emotional first and foremost. He doesn't know how to have friends and so he assumes to care about someone this much you have to want to be called something.

Also I've only read one issue of Batman+Robin but this: Any slip-up of perfect control and exercised command of his life is an open invitation to start challenging other things that Damian controls or needs to control sums up him really perfectly. And he and Vanya manage to be hella adorable while still being ridiculously messed up :|b
