i don't agree with your last statement because the ending of the game itself was really vague and i think this is the conclusion people were waiting for.
as for the kadaj-turning-into-sephiroth thing.. i think that's to do with the reunion. remember how he says "i'll show you my reunion" before he absorbs jenova? i think him turning into sephiroth was more symbolic than practical -- sephiroth was not jenova itself like you said, but visually, all the clones look similar to sephiroth, the one who was closest with jenova. they were all meant to become another 'sephiroth' and, in turn, kadaj finally did. it's symbolic, that's how i figure it, i don't know how else to explain it either.
i agree with the no one dying part. i mean.. even rufus was SO CLOSE to "dying" again but he was miraculously saved by the turks. sure, the world of FF7 is fantastical and magical, but they made too much of an emphasis on everyone being some kind of supernaturals that made it out alive with barely any scratches.
As far as I knew... peoplekind were whiped out completely by holy and that served as a good ending for me. and this movie still doesnt explain the deserted world Red XIII, Red .IV and Red .XII run through 600 some years later >_< This movie was more to please fans then it was to expand any kind of vision they had...
mankind wasn't wiped. the ending was inconclusive because it showed the impact of holy and meteor at once, causing the screen to fade white and then moving on to the scene with redXIII and his "offspring". we don't actually see meteor or holy killing people so we had to only guess what happened after that white screen.
Since they originally planned it to be a short film only (wasn't it like 40 min) and they expanded it into a full blown movie i don't think they really wanted it to be that emotional. it was just total fanservice, and since no one died (except sephy), everyone's happy.
