Unfortunately, payola is so common that it is considered the norm within the industry. I've seen articles in singer/songwriter type magazines explaining how to make it work for you. So it's not surprising to me at all.
On a related note, I work for a store that sells CD's and DVD's, and I can tell you that our "Top 20" list is complete bollox. We kinda make it up depending on how many copies we are sent and what we think will sell. My manager goes through the list of new product and decides what will go where. Most of the CD's on the Top 20 wall are brand new releases - if they just became available, how can they have sold enough copies to be a "best seller"? It seems to be more of a marketing ploy, putting it in front of the consumer to induce them to buy it.
