There is a main post office in HB, on Edinger, I think, just before Edwards (I could be terribly off with these street names - been awhile since I was driving on these streets), and next door to it is a place that specifically specializes in passport photos. That is where my mom and sis got theirs done.

Also, if you hit up a super Walgreens, like the one at Yorktown/Beach, and talk to the people at the photo counter you might be able to get a good deal on passport photos. (That's how it is out here, anyway. And since it is a national chain, I just assume that all Super Walgreens are the same.)

Costco, it's all about Costco - they're the cheapest there. Everywhere else will try to charge you like $10. At Costco, they're $4-5.
