And it actively bothers me that none of the characters who know about it, including Clark, seem to think that if Oliver were genuinely interested in atoning for that, then that desire would express itself by Oliver turning himself in.
This is more nit picky than anything else, but Oliver can't. Tess "killed" Lex at the end of Bulletproof, so there is no legal way for Oliver to atone for what he's supposedly done. I think that's part of what TPTB are trying to portray: The only way he can be punished is by himself, without making Chloe and Clark look bad by having them shun him for it, of course. But I do understand what you're saying about Clark needing to hold Oliver responsible, not just for, you know, murder but the fact that he framed someone else for it. Unfortunately, the attitude is par for the course. None of the main characters have ever paid for anything they've done wrong, not even Lex or Lionel. I mean, this is a show that had Lionel convicted dead to rights for murdering his parents, yet being released on
