Is providing troops with sub-standard equipment `supporting them`? Or is it reckless disregard for human life and unpatriotic

I can only guess at thier reasons, but I must assume that the returning of a corpse to thier home state is cheaper then supplying the proper vests. Which makes Me wonder, when they did thier budgetting, did they include the cost of hosptalization in thier equation. Of course there is also the fact that there are alot less benefits paid out for a dead soldier then there is paid to a retired soldier.
