Indeed, it does suck! But, i'd put money on a graphics driver error. Goto your graphics card website (ATI or Nvidea) and get the latest drivers. Then try getting the latest directx from microsoft (if you don't already have it)
I can think of three things: 1: Hardwear has given up. Will either be the Graphics card or the CPU, though the Graphics card is much more likely. May need replacing.
2: Graphics drivers have become corrupt or damaged. Easily fixed by booting into safe mode, removing the old drivers and installing the new ones.
3: You've put the refresh rate of your monitor too high. Simply change it down again in safe mode (Safe mode is locked at 60)
Turn off, open up the case. Check the fan on the graphics card will spin freely.
My parents' computer died after the graphics card got so hot it un-soldiered the fan from the card. It got half-way into booting then BSOD'ed 'cause the graphics card's heat-sensor was having a nervous breakdown.
If so, you can either buy a suck-cool-air-into-case fan and try to prolong the graphics card's life, or probably better is to replace the card.
