City Hall hadn't changed its interior or guard patrol patterns in decades. There were a few more guards here and there, due to the protection the mayor still had, but they weren't difficult to slip around if one was familiar with the layout. Dalia's coworker-- Jake, was it?-- was away from his desk, and the receptionist was faking a giggling fit over something a cop talking to her was saying, so Nadine didn't find it difficult to walk straight up to the mayor's office.
She let herself into the mayor's office as soon as she was at the door. She said nothing to announce herself, which might suggest the idea that it was an assistant who had come in, probably Jake. Dalia likely wouldn't be back in the office for a short while at least.
Andrew looked up reluctantly, not wanting to deal with Jake or Sheila or whoever, wondering why they hadn't knocked. When he saw the unfamiliar woman, he frowned. For a moment, his heart beat a little faster.
"Can I help you?"
Maybe she'd just gotten lost...or was new...or...there were many explanations that didn't involve a gun about to be pulled on him.
"She never really changes, does she?" the woman murmured. She was almost talking to herself. Her head tilted ever so slightly as she took him in, almost sizing him up. Only then did she seem to realize how vague she'd been. "Gotham, that is. She doesn't really change."
