Given what this ship is sailing through, the occasional instibility isn't surprising.

You left out the possibility of both happening at the same time, which I think is just as likely as either.

I guess I would go with environmental.

In general, effects that alter the environment (or appears to) are much more common than those that alter the mind, at least in my experience before coming to this ship.

I will also admit that I would prefer it as well.

More like it's enough to make us think he should really hire a driver.

But then another thing that I guess people don't think about is that there might be some things that the Barge is going to pass through that makes it temperamental, regardless of who's steering it.
