step o1
Resize and prepare your base as you normally would. I'm using
this cap from Veronica Mars 3x09: Spit & Eggs, from
VM-Caps[dot]com.
step o2
Duplicate your base, and set the opacity to 50%.
Go to Image --> Adjustments --> Variations. Then press:
Lighter, Lighter, More Blue, More Cyan, Darker.
notes:
1 -- I don't always use this step, only if my base is really yellow to begin with.
2 -- Sometimes if the base is really dark, I'll set this layer to Screen.

Create a new Curves Adjustment Layer:
RGB
Input: 121
Output: 176
Set this Layer to 60%.

Create another Curves Adjustment Layer:
RGB
Input: 181
Output: 195
Blue
Point One
Input: 70
Output: 30
Point Two
Input: 178
Output: 220
step o5
Create a new Brightness / Contrast Adjustment Layer:
Brightness: -2
Contrast: 4

Create a new Hue/Saturation Adjustment Layer, and you're only going to be changing Saturation levels.
RGB: +29
Yellow: +20

Create a new layer and fill with #290000. Set to Exclusion, 40%.

Sharpen. Add text, brushes, whatever, and you're done!
