mostly translatable (the variations layer is not absolutely necessary)
this coloring was used on this batch of icons.

step o1

Resize and prepare your base as you normally would. I'm using this cap from Veronica Mars 3x09: Spit & Eggs, from VM-Caps[dot]com.

step o2

Duplicate your base, and set the opacity to 50%.

Go to Image --> Adjustments --> Variations. Then press:

Lighter, Lighter, More Blue, More Cyan, Darker.

notes:
1 -- I don't always use this step, only if my base is really yellow to begin with.
2 -- Sometimes if the base is really dark, I'll set this layer to Screen.

step o3

Create a new Curves Adjustment Layer:

RGB
Input: 121
Output: 176

Set this Layer to 60%.

step o4

Create another Curves Adjustment Layer:

RGB
Input: 181
Output: 195

Blue
Point One
Input: 70
Output: 30

Point Two
Input: 178
Output: 220

step o5

Create a new Brightness / Contrast Adjustment Layer:

Brightness: -2
Contrast: 4

step o6

Create a new Hue/Saturation Adjustment Layer, and you're only going to be changing Saturation levels.

RGB: +29
Yellow: +20

step o7

Create a new layer and fill with #290000. Set to Exclusion, 40%.

step o8

Sharpen. Add text, brushes, whatever, and you're done!
