Just as a suggestion, could you try asking them to set up Internet and phone on two separate lines? There are generally two phone lines going into each apartment.
If they refuse, you may also want to consider just sticking with them for phone service, while getting dry-loop DSL from TekSavvy (http://teksavvy.com/en/resdrydsl.asp?ID=7&mID=1) on another line. It's much cheaper/better than Bell DSL anyway.
I know this isn't really helpful, but I think that either everything works fine with telecommunications companies out of the box OR (and this is quite frequent) its entirely borked, with horrendous communications lines with techno-illiterate, "its another department's problem" customer service reps. I hate large telcoms. They're all the same.

Been asked that so many times.
It's really a conflict that has to do with the building setup.
The technician came and went. Took him an hour and a half...things seem fixed for now...
