Dunno - What is a cottager in the British sense? In the Canadian sense, it's someone who owns a second home on a lake or other body of water to which they travel every weekend through heavy, mind-wrecking traffic in order to experience peace and renewal and stuff to the accompaniment of loud engines.
We who have only one home and choose make that home in this region alternately happily take their money and curse at their noise and general clue-lessness. (yep, I know that's not really a word.)
