That's how it is for most people in the UK. Your ISP has to pay for bandwidth, so you do too. Those that don't have usage limits you get penalised for breaching.

Making people pay for what they use strikes me as eminently sensible, and gives carriers something to compete over.

That does seem sensible. Now they only have to overcome the inertia of providing a product that most Americans expect to come for free...
