I have a terrible memory for stuff like this, but I'm pretty sure her father was played by hector elizando - who is obviously a well-known hispanic actor. Whether or not they spoke spanish, I'd like to say they did, but I could just be making that up in my head. I will say her catholic faith and the family's catholicism was a big deal, which would obviously tie in with most hispanic families ... so I'm not sure they've out and out said it, but I don't think they have, in any way, tried to make her anything BUT hispanic.
Hmm... I don't think I'll be very helpful, as I don't have the answer to your main question, but I don't think they've ever said where exactly her family is from. But Callie speaks both english (obviously) and spanish fluently, as seen in (I think?!) the episode where she came out to her parents and her money was cut off, and she was ranting to Arizona in spanish. I think we only ever saw her speak directly with her parents in English, but one would presume they primarily speak spanish, as the accents are quite heavy.

I don't remember it being specified, but if you want a more specific set of eps to check for it? I'd watch the one where her dad comes into town and ends up cutting her off... or any one where he comes and talks about getting married. either time. ;)
They said that she's from Cuba in a set tour a few years ago, if that helps? That doesn't mean that they haven't said something totally different elsewhere, though...
The show has mentioned a couple (I need to go find scenes) of times that Callie's Cuban. And she and her father had an all-out screaming match in Spanish.
