I haven't done enough advertising probably but the one bit of advertising I did do was to find another related comm and ask the mods for permission to post. In my case it was one small German-speaking fandom being advertised on the comm for another small German-speaking fandom. Neither were very big fandoms but there were a lot of people who were fans of both and the mods were happy for me to advertise.
It's probably different for a large community, though.
I use a lot of advertising communities. I'll also message people who seem like they would be interested in my community. There's a pretty small success rate with that method, but I think it's worth it because it targets people who I think would really enjoy my community and I feel a lot more like I'm doing something than if I post an ad that may never be seen.
there are different reasons to say no to comm advertising.
i run bikes and plants, which are both fairly popular and active. i wouldn't think of telling somebody not to advertise related-content communities in those communities, for one reason: anything you could possibly advertise that's related is going to be somehow a subset of the main content. that's because, you see, those two communities are as all-encompassing as you could get for those topics. there's a million different regions, attitudes, activities, and so on for bikes, but i just happened to grab "bikes" itself. so there's no worries about losing membership. if anything, people will cross over from the advertised community back to mine out of a growing awareness / networking. same with "plants".
however, with ads, i don't allow community advertisements, specifically because there are sooooo many lj community advertising communities, and because there's no real niche to fill. every different configuration of rules and avialability has already been filled by the comm advertising

*coff* Me again. I just got my computer back, and the membership approval mail was in my Outlook Express inbox, which I didn't have access to for 6 weeks, and seeing it reminded me that I needed to come back here and visit! /excuses

If it's a new comm for a specific fandom then I'll ask the Mods of other comms in the fandom if it's okay to advertise.
As for finding word of mouth or by clicking on interests and seeing what comes up.
