Cats purr in the face of danger, it's what they do. Purring doesn't signify "I'm so happy" which most people think it does. Purring mainly signifies "I'm not a threat", so cats purr when they are content (because they are not a threat then), but they will also purr when they are injured, dying or as your cat does, in the presence of another cat that they are afraid of.

He could be purring to show Tigs that everything's cool with him, so she'll relax. Cats purr for all sorts of different reasons; our inferior human ears can't pick up on all the differences the way cats can.
