1)Give it a while longer (another week or two?), then drop it until the next outbreak. As long as we're all aware that in the event of a new batch of trolling, one important step is to re-implement member modding.
2) Dunno. I usually check their profile & postings, and judge it from that.

If we must have moderated membership, I think that the best way to do it is by hand with fuzzy math / human judgement. With any system, we have to accept mistakes, both those that allow trolls in and accidently lock non-trolls out. If they have a friends locked journal, I think that they will need someone to vouch for them, unfortunately. Because trolls are real people, so you can't apply a turing test.
But I'd volunteer to be part of a team of mods that does nothing but delete troll posts and ban users to keep the community open and the word down for the rest of ya'll. I'm going to be pretty liberal on what I allow though - it's that anarchist streak. :)
