I agree with you and Gaiman--to prosecute someone for owning something that caused no one harm is really ridiculous. It's pretty much the equivalent to George Orwell's concept of "Thought Crime," really. Just because someone owns a lolicon manga doesn't mean they're a rapist or even in love with children. Christ, I've read lolicon and that doesn't even mean I LIKE it. It just means I was bored on the internet, came across it, and was perhaps a bit grossed out but still got through it unscathed. Some people could probably even make a connect between Gothic & Lolita fashion to fetishes of young girls if they looked hard enough.
A lolicon manga is different from child pornography in that no child was harmed. No one stripped a little girl naked, harassed and abused her and took pictures of her, perhaps attempted to rape her. It's a drawing. Some pen on a piece of paper. I'd much rather someone who has those types of urges be reading a lolicon manga than actually groping and kidnapping children ( ... )
