Would you, as a nonresident alien, be able to purchase a firearm in the United States?

Looks like you can, but you'd also have to meet NY State firearms ownership requirements, as well as meet that state's residency requirements.

Not an alien. Note the bit where I consider Form 6NIA to be inappropriate because I'm a US citizen. I just live in Canada (and also happen to be a Canadian citizen too).

Ah, must have missed that part. You would still have to meet state requirements for purchasing, which includes residency.

Thanks. I went there, checked it out, saw the FFL type 03 thread all sticky on the C&R forum, called the ATF to ask about that (as an alternative to finding a type 08 or type 11 dealer), found out it didn't apply, but in the conversation discovered that there was a specific exemption to the requirement for an import permit that I fell under (got a reference number for it and everything), and arranged to have the ATF send me a suitably official letter explaining the exemption for any CBP agents.

My plans now are to cross the border with only the guns covered by my Form 6, the suitably official letter, and the Form 6 as a fallback in case the border guards continue to insist that I need a Form 6 in spite of that letter (maybe they have to enter clearance details on some information system that wasn't programmed with the flexibility to handle that particular exception--in that case I can present the Form 6, ask for the details on the software, and report the problem to my congressman when I get home).

Hot damn, isn't bureaucracy ( ... )

That's a tough one... One question though... why would you have a NY FFL do the import only to ship it to AK? why not deal with an FFL in Alaska? Maybe I missed something. In any case, from our own experience, quite a few of the FFL's in Alaska (Anchorage specifically) are pretty familiar with transfers to/from since it can be problematic even for US Citizens to get firearms there ( ... )

My trip to AK (which wasn't originally planned as a hunting trip or anything) is just what brought my attention to bear on the nature of the paperwork required to move my guns across the border.

I actually live on my sailboat on Lake Ontario. I take it out sailing fairly regularly. In the past, I've tried to eke out some sort of safe storage ashore for my guns while I'm off sailing, lest I land in NY and have customs hassles.

As a result of the AK trip back in Feb, I discovered that I can do this single bit of paperwork, and then be free to take my guns back and forth across the border at will (I still have to declare them and probably have the border guard look them over for a minute, but that's it). I really like the idea of not having to remove my guns for a sailing trip (even trips where I expect to remain in Canada, I still remove the guns, because sailors live at the mercy of fickle gods, and there's no telling when I might need to make an emergency landing in NY). That's why I'm doing this.

Ah, Makes sense... AND forward looking :-) Funny, the Pic from Feb doesn't look all that different from our pics in June... We did see a week of awesome weather though and people were freaking out because it was so warm/nice out. Everyone was in the most amazing mood. Guess 8 months of winter will do that to ya. If all goes as planned, we'll be there permanently in about a years time, give or take a few months. Where in AK did you visit?

Moving there permanently? Nice.

We landed in Anchorage, hung around there for a couple of days, then went up to Fairbanks for a while, and then stopped in Nenana for a couple of nights, and Nancy Lake for another night, on the way back to Anchorage to return the rental car and fly home. I'm halfway tempted to just sail over to the Alaskan coast, and find somewhere nice to live aboard there..
