... It's hard to tell when he's being serious, but I'm sure he'd be happy to claim some more lives if he had the chance. He's certainly getting enough volunteers.
And I wouldn't be surprised to find out he was working with the woman who started it. They aren't showing their hands, but they have all the leverage around here. You can't really trust them to have our best interests.

... I don't know what he's thinking, but he's probably hoping to make some allies out of this. And he might just get them if nobody goes along to talk some sense into them.
