Ginger was getting so weak that she couldn't get up out her chair. Her feet were puffing up and her lower limbs were cool to the touch but her arms and head still felt really hot

So very not the book I was thinking of, but I'd recommend it anyway.

The book Passage has no vampires and no virus plague, but still has a medical setting.

The Hennepin County library has ten books titled "The Passage" or "Passage." At least half of them are science fiction or fantasy.
