Advice from someone who suffers from an unidentified itchy skin disorder: have her cut her fingernails very, very short. It helps prevent skin injury during sleep and absent-minded times.
I sadly do not have advice about stopping the itching altogether. While I don't know what actually causes mine, the itchiness itself is from a histamine reaction, which is easily staved off by a daily dose of Zyrtec. It doesn't sound like hers is a histamine reaction.
I learned this from the tattoo world. When a tattoo heals, it itches like crazy, but you can't scratch lest you damage the art. The guy who did my tattoo told me to slap the skin -- like slapping a mosquito -- over and over instead of scratching. The sharp sensation isn't quite as satisfying as scratching, but it does help.
