It sounds like they're doing their best to make it so inconvenient to smoke that people are encouraged to stop; hey, it saves them money on their medical policy and means employees take less cigarette breaks!

Even as a non-smoker, I agree that it is exceedingly harsh, though. Where do you eat lunch? On site?

I agree, this is entirely about forcing smokers to stop.
This is what I hate. Basically they (HR) have decided that they will overridde a person's right to choose and do what they want, regardless.
I find this extremely worrying.
Read Rob Grant's "FAT", which is a book in which the same thing is done with fat people.

To be honest, I'm not even sure that this is legal.

Then again, HR are renowned for being totally intolerant of dissenting views.
(they also have the policy that you can't take flexi leave unless you have credit - which means that you can't take any flexi in the first few weeks of every month - apparently this is because you might die and end up owing the company several hours of work)

I tended to have a cigarette when I had a coffee, so the amount of time that will be saved by me not smoking is zero.

Smokers are now in a minority, so it's fine to pick on them.
