The opening comment says it all
Under those circumstances, I would bring my cat to court and INSIST that he participate. I would bring all of the paperwork involving the summons and the commissioners refusal to exempt him. Then I would call the media and set my DVR.

Got to love beaurocracy and it's limitless retardation.
