Spectre has its moments, but overall it's more of an old school James Bond formula movie.
Which isn't bad, exactly. I grew up with the old movies, and I did enjoy the new one just fine, but after 23 movies, if you can't add anything fresh and new to the series - the way Skyfall did so well - is there really much point in adding anything at all?
Especially when Spectre had so much potential to be memorable, to have emotional impact. But the big reveal, both aspects of it, really, fell pretty flat.
The best parts where clearly Q and Eve Moneypenny. Those two, in their current incarnation, are awesome and should definitely stick around forever.
And of course Christoph Waltz and Andrew Scott, but mostly because they're Christoph Waltz and Andrew Scott.
Basically, if you're looking for a generic James Bond movie with all the elements and tropes James Bond movies have always had, you'll enjoy Spectre. If you're looking for something that can live up to Skyfall, don't bother. Spectre is not it.
