I just found a job add that downright threatens applicants to only send serious applications. Otherwise they'll report you to the job center

If you're serious, don't be scared. :) They mean people who apply and have no intention of taking the job, who just want to continue to live off the system. If you were a company, it would irritate you too I'm sure -- wasted time and paperwork. And really, it's just a warning, scammers will still apply because there isn't much they can do except bark (though that will keep some away like a warning sign).
Actually, most people do want a job. But sending 4 applications every week can be hard for a lot of people. As an academic, I know those that only can find TWO real jobs fitting for their education a month. They have spend years getting their education, so naturally they want a job that corresponds to it. Guess what happens when you force these people to apply for 4 jobs a week...
And to place it in perspective, 6 months ago the same academics only had to apply for 4 jobs a month. That was what our specialised support system thought was fitting for academics. The state however... They just can't figure how they can have 50.000 unemployed people, and 50.000 free jobs and not getting everything to fit together. Never mind the fact that most of those jobs are in the social care sector, where very few people are unemployed.
Well, there may be a few that tries that, but no. The majority are people in real problems, or people really wanting jobs. The State are trying to pressure these people to get employed as soon as possible, rather than look for the perfect job for years

Actually, I'm one of the lucky ones that have a minimum chance of finding four interesting and relevant jobs a week. :) But yeah, I understand the company. Like said, it's clearly a sign that the system is flawed.
As long as you don't print your application on pink, scented stationary I think you'll be fine. lol. (Just don' tell them you went out and bought an umbrella yesterday. Still my all-time favorite "I don't want this job" application.
Now shut up about your broad education, please. It's depressing me. ;)
