Im torn between growning my hair out long and cutting it really really short.  and when i say really really short....i mean like...chin length...possibly shorter.  And when i say long...I mean layered and really chunky.

i've always preferred long hair over short hair, especially if you're considering cutting it as short as you mentioned. Shoulder length is typically the shortest that usually works well universally. I'd say keep it on the longer side.
