I feel you on the never-ending stories. There IS something to be said for sticking to an outline, let alone a plot line. (Any book you pick up has a beginning, a middle and an END!) I've seen fics with over 100 full-size chapters... and still going. Bleah.
As for putting a max on wins...
I understand your frustration but the number of award banners won by an author is not necessarily an indication of skill.
Some writers deservedly win many awards because they consistently have good characterization, dialogue, description and plot.
Others win by sheer number of fantwits who do them the disservice of vigorously applauding anything and everything they write, no matter how awful it is.
There isn't anything you can do about this except view the awards with a grain of salt and pray you never fall into the second category.
An award truly won is worth more than any number of those reduced to 'participation' prizes by mindless, slobbering sheep.
Oh of course, couldn't agree more with you there. I would never want to win anything because my shippers, if I have any that is, have nothing better to do than ruin the chances for other stories, who deserve a chance to win, in hopes of taking away its readers.
I don't know, I guess I feel that my stories are those stories. I mean really, two out of all of the chances for awards? And not just Dokuga, at least them I get nominated. But that's it, no other nominations, no other awards. And I don't claim to be the best fan fiction writer in the world, but I'm confident enough in my work to say that I am pretty damn decent. And yet, all of my stories get looked over, quarter after quarter.
On the bright side, the downer of the awards usually only lasts a few days and then I am back to my normally perky self. So don't worry too much :).
