Did you get the contact info from the driver who hit you? They should be able to reimburse you for the bike repair. The same thing happened to me a few years ago. For a slight bend the wheel can be trued (usually there's a small service fee for that) and for a big one it can be replaced. You might be warned the frame and encouraged to get a new bike, but usually the bike is fine for street riding.
Is there anyone who can stay with you in the apartment? Can you tell you neighbors or a landlord to look out for a suspicious person?
As for the cops, you will definitely want to file a report. The credit card company and whomever issued the license (Illinois DMV, Michigan SOS, etc.) usually take these things on faith, but it doesn't hurt to have a police report.
