I'm disquieted by using a bomb disposal robot as a weapon.
But it was most certainly not random - they had been attempting negotiations for well over an hour if not longer (don't have that to hand), punctuated by exchange of gunfire, with someone wearing body armor and evidently military trained who had already shot a dozen people and announced he wanted to kill more. Who also was asserting that he had bombs hidden, and they wouldn't have known whether he had one on his person as well. They had offered that he could come out and be unharmed. Best I can tell the decision was made that he wouldn't be taken alive without undue danger, so gave up and used a bomb.
I remain disquieted by this. I've seen the question of "why not tear gas" but haven't seen the answer. I don't get the idea police have the sleeping gas we see in movies as part of their arsenal; perhaps they should.

It's not OK for the police to randomly blow people up.
Next: people randomly blowing the police up. Carbombs are easy: coming to a precinct parking lot or donut shop near you soon.
