My first tutorial.
ohsiriusly had asked me if I would show her how to do this blur-technique in icons. And, of course, I said yes. I can't say no to her. It's too hard. Sooo~ I thought I might as well put it in tutorial format and share it with others who were curious as to how to make this type of blur.
We'll be going from
this to this:

First take your
image and resize it (ctrl+t) until you thing it's to the size of your liking.

Next, brighten and contrast a little [I did +10 Brightness +10 Contrast].

Next, duplicate your base and set it to OVERLAY at 80% Opacity. add the color #0F185B in a new layer and set it to EXCLUSION at 70% Opacity.

Make a new layer and set it beneath your EXCLUSION layer. Fill it with #C57CA9 (or whatever colour you want, really) and set it OVERLAY at 100% Opacity. It'll give make icon stand out a bit more. Give it a *pop* of colour, if you will.
MERGE YOUR BASE IMAGE LAYERS BEFORE PROCEEDING TO THE FOLLOWING STEPS

Locate your Marquee Tool--if it's set to Rectangle switch it Circle. Create a circle size of your choosing (holding the shift button while you make the circle will allow for it to look round) and move your now-shape circle to wherever you want.

Now right click on the icon and pick 'Select Inverse', as this will now only affect the area around your subject.

Go up to menu and click on 'Filter', go down to 'Blur' and choose 'Radial Blur'. MAKE SURE THE BLUR METHOD IS SPIN! Your amount will determain just how much blur the area will have. It doesn't matter how much you choose. I usually go with any thing between 20 to 30, though. But that's my personal prefrence.
08.
Now just mess around with the Hue/Saturation [Ctrl+U] if you want (as you'll see I did) or you can just keep your icon the way it is.
