How to go from this to
using PSP 8.

01. I started with this picture from flickr.com. Crop and resize your chosen picture.

02. Duplicate your base and set it's blend mode to Screen at 50%-80% depending on the darkness of your image. For this image I used 80%.

03. Now make a new layer and fill it with #96C6D9. Set this layer to Overlay at 30%.

04. Now make a new layer and fill it with #022852. Set this layer to Exclusion at 80%.

05. Now make a new layer and fill it with #FF2998. Set this layer to Saturation at 50%.

06. Now make a new layer and fill it with #EFC5FC. Set this layer to Burn at 60%.

07. Now make a new layer and fill it with #0A7E3B. Set this layer to Difference at 50%.

08. Now make a new layer and fill it with #95BBC9. Set this layer to Burn at 30%.

09. Now add a New Adjustment Layer > Hue/Saturation/Lightness. Leave all the values on 0 and click OK. Set this layer to Soft Light at 40%.

And that's it, your icon is complete!

Here's are a few more icons I made using the same method:
