It's pretty much the same idea. I read the monkey sphere article years ago, and it makes alot of sense. I was reading Allen Moore's comments on V for Vendetta, and how democracy is impure anarchy, by voting for which gang you want in charge. There's a reason early America tried so hard to keep the power with the states, instead of federalizing. When those in power have an entire social sphere of only those in power, they have no concept of "the little people" or "the scum" as Transmet puts it. The populace ceases to be people and becomes a vague concept of "that place we get stuff from". When you can boil your people down into a metaphor, it makes it easier to do horrible things for the greater good. Like Orwell's view in "Animal Farm", where the pigs separate themselves from the rest of society, which is modeled on the leadership of the USSR under Stalin, and looks alot like North Korea today.
