After Katrina, everyone saw what happened to those people who stayed in the city and asked why they could not have been evacuated.  So when a stronger storm (it was a Category 5 on Wednesday) was coming straight for Houston, they closed everything down so people could evacuate with plenty of time.  With the expressways basically turned into huge
