Well, for starters, if you're actually driving through a hurricane you'd be dead, or as good as. Driving would be the least of your worries.

Ignoring that, are you just in a 2 seater car? If not, what is occupying the other seats. If its not people, ditch it.

And who is to say you have to have one person per seat? People can jump in, and be uncomfortable, or sit on laps, if it gets them out of harms way.
In fact, what are they doing waiting at a bus stop in the middle of a hurricane in the first place?

I suppose a couple more points to consider.

Going back to the driving through a hurricane. If you're doing this, it is a fair assumption to assume others will be too, so what is the state of the road? Is it even drivable. If not, then ditch the car.

Do you have enough petrol to merit using the car?

Why will no-one else stop for these people? Could it be they exist in your imagination only?

Give the car to your best friend, and get him/her to take the old lady to hospital... then get in the shelter with the girl/guy of your dreams and who cares what happens then?

Drive the old lady to the hospital, leaving your mate to escort the girl back to yours for tea and crumpets - you can trust ya best mate not to do anything with her can't ya ;) He'd pay for her bus ticket too I reckon.
