Apparently that's the case - unpaid internships are used to get the feet in the door and try out people without having to pay them/pay severances if/when it doesn't work out.

Hence why there are so many people working as baristas, booksellers, etc.

Yeah, it's always been like that to a degree but apparently in the last two years or so with everyone hurting financially positions that would usually be paid are now unpaid.

Plus, I saw an ad for an unpaid barista internship.
