Hong Kong - Non-magical nation bitten by a dragon

Does anyone remember in Harry Potter and the Philosopher's Stone/Sorcerer's Stone the book, Ron gets bit by Norbert and apparently his bite was poisonous? For some reason that inspired this:
I want to see a non-magical nation get bit by a dragon, but not realize it's a dragon bite ("probably a dog or something"). Only, rather than be poisonous it has other...strange side-effects. It takes a while for the magical nation (e.g. England, Norway, Romania, etc.) to figure out what has happened.
Strange side-effects can be anything you wish, but for some inspiration: Breathing fire, growing scales, growing wings, straight up turning into a dragon, growing fangs, being pregnant with a baby dragon (Touchwood anyone?), flying, growing a tail, suddenly craving raw meat all the time, becoming nocturnal, amnesia, de-aging, gender-swapping, gaining magic powers, etc.
Bonus: Multiply strange effects gained one by one over time from the above examples list of whatever you can come up with!
